this is a hard question... even Millencolin being a great band in europe, if they didn´t move to USA, we will never know them

I can't really say. I can easily say that American bands are better but that's because I am exposed to them more often than a European band.
A lot of European bands are more talented, though. A lot of them have their own sound going on. Some genres are even created in Europe. I read a lot of North American reviews on European band's albums and I find they get far more praise than a North American band.

For rock music, it's Europe. Definitely.
It all started when they basically created the genre with the Beatles. Then punk was created a decade later with the Sex Pistols and The Clash kinda defined what we describe as punk-rock.
Today, a lot of the best bands in the world are in Europe, in all the sub-genres of rock:
Punk/Punk-rock: Millencolin, Refused, T(I)NC, etc. Rock/Pop-rock: Radiohead, Franz Ferdinand, Arctic Monkeys, Bloc Party., etc. Metal/NuMetal: Nightwish, Turbonegro, Sonata Arctica, etc.
Of course, America also has great rock bands, but I don't think they've been as influential on the whole genre than Europeans, and especially the British. Also, I must admit that America seems to have better bands for Pop, Rap and possibly Jazz.
Oh, and is Iceland considered in Europe? 'Cuz I could also add that a band like Sigur Rós is basically creating their own genre, doing very artistic music, kinda like Classical, without classical instruments. I'm pretty sure that they could become really influential (directly or not) in the future...

this is a hard question... even Millencolin being a great band in europe, if they didn´t move to USA, we will never know them yes, you'd never know them. but we'd anyway.... lets just talk about scandinavia, they got tons of rockbands. for example:mando diao, sugarplum fairy, shut out louds,,franz ferdinand, peepshows, saybia, turbonegro dont forget: the norwegian black metal scene with bands like gorgoroth,burzum,mayhem... or songwriters like:christian kjellvander, kristofer aström,mattias hellberg, rober post... so, im sure... even scandinavia has got the better rock bands than america. but, america (espically the USA) has got more commercial stuff, you can argue if its good or not in the end its a question of your point of view ... everyone should have his own opinion

id have to admit that i think i listen to a lot more european bands lately then i do american bands. but i do have to say that millencolin would not be a band if it was not for US bands like op ivy, bad religion, nofx, pennywise, black flag, circle jerks, and many more from that era. well, then again those bands were influenced by european bands like the clash and ramones, haha, so i guess this could go on forever to the begining of music (i think its in africa) oh well, i just thought way too much about this...
